Responsibilities
- Own compliance risk assessment and obligations: inspect laws, regulations, licenses, orders, contracts, jurisdictions, products, business activities, guidance, enforcement, change, inherent risk, controls, and legal interpretation; maintain applicability and risk, assign owners, prioritize program coverage, and escalate unresolved interpretation; prevent or surface a new business activity or rule is absent from the register and no control or owner exists.
- Own policy and control framework: inspect obligation, risk, policy, standard, procedure, control, owner, evidence, exception, approval, communication, and review date; design and approve program framework within authority, ensure controls are implementable, and govern exceptions; prevent or surface policies are polished but disconnected from operating controls and evidence.
- Own monitoring and compliance testing: inspect risk, population, criteria, data, sample, evidence, exception, root cause, owner, remediation, and independence; run risk-based second-line monitoring, distinguish it from audit, and escalate material or systemic violations; prevent or surface monitoring is a formality that samples convenient evidence and misses the real risk.
- Own training, culture, and speak-up: inspect audience, role, jurisdiction, scenarios, timing, completion, assessment, attestation, manager follow-up, hotline, retaliation, and trend; target training and communication to risk, measure understanding and behavior, and protect reporting channels; prevent or surface completion reaches 100 percent while employees cannot recognize or report the actual risk.
- Own cases, investigations, issues, and remediation: inspect intake, allegation, conflict, confidentiality, evidence, triage, investigator, privilege, retaliation, severity, remediation, discipline owner, and closure; govern routing, investigation integrity, issue ownership, remediation, and closure while leaving legal and employment decisions to their owners; prevent or surface a violation remains open or is closed without evidence, root cause, or durable remediation.
- Own regulator, leadership, and board reporting: inspect obligations, monitoring, cases, issues, remediation, training, trends, metrics, limitations, regulator requests, commitments, and deadlines; provide accurate program health, prepare regulated responses, and escalate material matters through governance; prevent or surface leadership receives vanity completion rates and misses a growing violation pattern.
- Produce and maintain Compliance Risk Assessment and Obligation Map, Policy, Control, and Exception Framework, Compliance Monitoring and Testing Plan, Training, Culture, and Speak-Up Program, and Compliance Issue, Remediation, and Board Report as reviewable working artifacts.
- Manage the Compliance Manager delegation edges to Compliance Analyst, Regional or domain compliance leads when present, and Compliance vendors or investigators when assigned, including staffing, workload, review, coaching, growth, performance evidence, succession, and escalation needed to deliver the compliance program is current, risk-based, evidenced, understood, and capable of detecting and correcting real violations rather than merely producing policies and completion statistics
