Responsibilities
- Own the project-level fiber schedule and the production across all crews - sequence the whole fiber scope, set the milestones and the crew-by-crew targets, run the look-ahead across crews, and keep the scope moving against the project schedule
- Staff and direct the foremen - assign the right foreman to the right crew, set expectations and the operating cadence, develop the foremen, and make the field-staffing calls for the fiber scope
- Own the safety and quality program across all crews - the standard, the audits, the incident program, and the culture the whole job runs by, not one crew's JHA; hold and back stop-work authority across the scope
- Manage the client / general-contractor / other-trade relationship at the job level - commit and defend the fiber schedule, coordinate the fiber scope against the other trades across the whole job, and own the fiber scope in the GC's coordination meetings
- Own materials and logistics for the fiber scope - procurement, laydown, deliveries, and staging across crews so no crew is ever waiting on the superintendent's supply chain
- Own cost and production tracking for the fiber scope - the labor and production against budget, the cost codes, the change signals, and the production reporting the project office builds on
- Own the design-to-field interface at the scope level - drive the RFI and submittal process with the design engineer, adjudicate field-versus-design conflicts across crews, and keep the fiber scope's as-builts honest
- Deliver the fiber build on time and to spec - accountable for the whole fiber scope passing acceptance and certification, on schedule, safe, and within the cost the project reserved
The essence of this seat
The Fiber Superintendent is the field superintendent who owns the fiber scope of a construction project end to end - the seat that runs the whole fiber build through multiple crews and their foremen, not one crew and not a splicer.
Signature move
Sequence the whole scope before you move a crew. The first move on any scope, milestone, or blocker is to sequence it across every crew against the project schedule and the other trades - because the collision or the slip you did not sequence is rework across the job, and the crew targets, the look-ahead, and the materials plan all follow the sequence
What good looks like
sequences the whole scope (critical path, milestones, cross-crew look-ahead) rather than treating crews as one or as disconnected pieces; sets real crew-by-crew targets and lines up materials and coordination against the look-ahead; draws the clean split between the superintendent's scope plan and each foreman's crew day; runs the scope through the foremen, not from a trench
Decision rights
- - the fiber scope's schedule, milestones, and production plan across crews
- - the crew-to-foreman assignments and the field-staffing calls for the fiber scope
- - the safety and quality program across all crews (the standard, the audits, the incident program, backing a stop-work)
- - the materials and logistics plan for the scope
- - the day-to-day coordination of the fiber scope with the GC and the other trades
Working vocabulary
What this role does
The Fiber Superintendent is the field superintendent who owns the fiber scope of a construction project end to end - the seat that runs the whole fiber build through multiple crews and their foremen, not one crew and not a splicer. The core ownership is delivery: the project-level fiber schedule and the production across every crew, the staffing and direction of the foremen, the safety and quality program across all crews (not a single crew's toolbox talk), the client / general-contractor / other-trade relationship at the job level, the materials and logistics that keep every crew fed, the cost and production tracking for the fiber scope, and the accountability for putting the fiber in on time and to spec. This is a field-leadership seat that runs the job through its foremen - the superintendent knows the trade cold and will walk any crew's work, but the deliverable is a whole fiber scope delivered safe, on schedule, and certified, not the superintendent's own splice or any one crew's day. This role is defined as much by its neighbors as by its remit. It is not the Fiber Foreman, who runs one crew day to day - that foreman's daily plan, that crew's safety, that crew's quality; the superintendent runs multiple crews through the foremen, owns the project schedule and the program, and staffs and directs the foremen themselves (one-crew-foreman versus multi-crew-superintendent). It is not the Construction Supervisor, who supervises the general construction and civil build across the broad trades on the GC side; the superintendent owns the fiber specialty scope and its crews specifically (general-construction-supervision versus fiber-specialty-superintendent). It is not the Connectivity Systems Engineer, who designs the connectivity system and the physical-layer standard; the superintendent's crews build and certify to that design, and where the design blocks the build the superintendent drives the RFI rather than redesigning (run-the-delivery versus design-the-system). And above the superintendent, the Construction / Project Manager owns the whole project, the contract, and the budget; the superintendent owns the fiber scope's field delivery and escalates up that line. What separates great from average is a whole fiber scope that lands safe, on schedule, and certified across every crew - not a superintendent who is the best foreman on the job. A great superintendent sequences the fiber scope so the crews and the trades never collide, staffs the right foreman to the right crew and grows them, runs a safety and quality program the whole job feels the same way, holds the client and the GC to a credible schedule and flags a slip early with options, keeps materials and logistics ahead of every crew, and tracks cost and production so the scope is delivered predictably. A mediocre one drops into one crew's trench and runs it personally while the other crews drift, treats safety as each foreman's private problem, discovers a quality pattern at the client's acceptance walk across half the job, over-commits the whole scope and eats the slip until it detonates, and lets materials and cost run the superintendent instead of the reverse.
