This role works against whatever tools you already run. We list the tool categories the role operates in, never a named vendor, so you are never asked to replace a system that works.

  • CRM
  • GRC & Compliance
  • Accounting / ERP
  • Garnishment / wage-order administration
  • Tax & Treasury

Deliverables

  • Close schedules and reconciliations
  • Reporting packs
  • Forecast and budget models
  • Variance analysis

Responsibilities

  • Own the payroll calendar and run each cycle as a controlled close - reconcile the inputs, review the high-risk transactions, and gate the run through defined approval, funding, and sign-off steps before it posts, on time, every cycle
  • Own the payroll control environment - the segregation-of-duties matrix, the approval and funding gates, and the SOX / control evidence - so no single person can process and fund a run unchecked and every control operates in practice, not only in a policy doc
  • Own the tax and regulatory compliance calendar - deposits, quarterly and annual filings, multi-state and local obligations, wage-and-hour and garnishment administration, and the year-end / W-2 close - executing to the statutory clock and escalating the binding interpretation
  • Own the payroll accounting - reconcile the payroll register to the general ledger and the funding each cycle, own the payroll accrual and true-ups, and partner with the Controller on the payroll GL mapping and the month-end close
  • Set the service, accuracy, and timeliness standards for the run and the payroll case queue, and publish the escalation path when a standard, a deposit, or a filing is at risk
  • Govern the payroll platform, tax-filing service, and garnishment / TPA vendors - manage the SLA, reconcile their output rather than trusting it, and own the outcome regardless of who processed it
  • Use payroll accuracy, off-cycle and correction volume, and processing and deposit timeliness to rebalance the team, diagnose recurring failure modes, and explain the function's performance
  • Lead response to a payroll failure, control gap, or fraud indicator - assign containment, root cause, and follow-through with explicit owners and deadlines, and surface it to the Controller and Internal Audit

The essence of this seat

The Payroll Manager owns the payroll function and leads the team that runs it - accountable for pay that is accurate, on time, compliant, and controlled, because a payroll error is not a spreadsheet problem but a person paid wrong and, often, a wage-law or tax exposure.

Signature move

Reconcile before you release. Confirm gross-to-net ties to the register, the register to the GL, and the GL to the funding file - nothing posts or funds until it reconciles, or the break lands on accounting and the auditor

What good looks like

treats the cycle as a controlled close with an input-readiness gate, not an approve-and-fund; targets the high-risk transactions (comp changes, terminations / final pay) rather than the whole register; runs gross-to-net variance and chases outliers; ties the register to the GL and funding before sign-off; refuses to fund an unready run and escalates a genuine timing problem rather than cutting the control

Decision rights

  • - the payroll calendar and the controlled run / close cadence
  • - the payroll control environment - the segregation-of-duties matrix, the approval, funding, and sign-off gates, and the SOX / control evidence
  • - the service, accuracy, and timeliness standards for the run and the case queue, and the off-cycle discipline
  • - which transactions and runs you review, approve, and sign off before they post
  • - the payroll-register-to-GL reconciliation and the funding approval within your policy limit

What this role does

The Payroll Manager owns the payroll function and leads the team that runs it - accountable for pay that is accurate, on time, compliant, and controlled, because a payroll error is not a spreadsheet problem but a person paid wrong and, often, a wage-law or tax exposure. Core ownership is the controlled payroll run and close (the calendar, the gross-to-net cycle, the review and approval gates, the off-cycle discipline, and year-end), the compliance obligations (the tax deposit and filing calendar, wage-and-hour and garnishment administration, and the W-2 / year-end close), the control environment (segregation of duties, the approval and funding gates, SOX evidence, and audit response), the payroll accounting (the payroll-register-to-GL reconciliation, accruals, and funding), the vendor governance (the payroll platform, tax-filing service, and garnishment or TPA relationships and their SLAs), and the payroll policy the operation administers to. This seat leads a team of two to eight Payroll Specialists and coordinators, reports to a Controller or a Director of Finance or People (depending on where payroll sits), and stays close enough to the run to review the high-risk transactions, own the sign-off, and answer to an auditor. Performance is visible in payroll accuracy, off-cycle and correction volume, processing timeliness, on-time tax deposits and filings, and clean control and audit results. It is not a Payroll Specialist, the individual contributor who executes the run (enters and imports the inputs, calculates gross-to-net, processes off-cycles) that this manager owns the controls, the sign-off, and the close for; not a Senior Payroll Manager, who carries a bigger or more complex mandate - multi-entity, global, or heavily regulated payroll, or a span that includes managing payroll managers - within which this seat runs the core function; and not a Controller / Finance leader, who owns the broader accounting close and the general ledger, where this seat owns payroll specifically and partners on the payroll GL, the accrual, and the reconciliation. What separates great from average here is whether every cycle closes as a controlled, reconciled, defensible event or as a scramble that happens to land. A mediocre Payroll Manager hits the pay date but cannot prove the run was controlled - approvals are informal, one person can process and fund unchecked, the register is never tied to the GL, corrections pile into off-cycles, and a tax notice is the first sign a deposit was late. A great one runs each cycle as a close: inputs reconciled, the high-risk transactions reviewed, segregation of duties real, gross-to-net and the register tied to the GL and the funding before it posts, the tax and filing calendar never missed, corrections traced to the control that would have caught them, and an audit met with evidence already in hand rather than assembled under pressure.
