Your Stack (Swappable)

This role works against whatever tools you already run. We list the tool categories the role operates in, never a named vendor, so you are never asked to replace a system that works.

  • HRIS & Payroll
  • ITSM / Service Desk
  • Onboarding / workflow & tasks
  • Version Control & Code Review
  • Analytics & BI
  • E-signature
  • Docs & Knowledge

Deliverables

  • Policy guidance
  • Onboarding and offboarding plans
  • Compensation recommendations
  • Employee relations documentation

Responsibilities

  • Run the management system for the employee lifecycle - balance incoming demand, team capacity, quality standards, and committed dates for new-hire, change, and exit transactions week to week
  • Own the service, quality, and turnaround standards for lifecycle transactions and the case or request queue, and publish the escalation path when a standard is at risk
  • Assign lifecycle work across the team with defined owners, review points, and acceptance criteria, and review or approve the difficult transactions, documentation, and audit files before they are decision-ready
  • Keep the HRIS and the ticketing or request queue reliable as the system of record - correct stale ownership, missing evidence, and configuration drift before downstream errors appear, and retire the side spreadsheets
  • Use case volume and turnaround, transaction accuracy, and issue-resolution time to rebalance the team, diagnose recurring failure modes, and explain the operation's performance
  • Align employees, managers, and payroll on scope, dependencies, and decision dates before the team accepts a cross-functional lifecycle commitment
  • Lead response to failures that hit lifecycle transactions or the queue - assign containment, root cause, and follow-through with explicit owners and deadlines
  • Hire, coach, and performance-manage the team of Generalists and Administrators against observable standards for accuracy, turnaround, timeliness, and ownership

The essence of this seat

The People Operations Manager runs the operation of the People function and leads the team that executes it.

Signature move

Do the capacity math before you commit anything. On any incoming date, escalation, or new demand, weigh it against the team's real capacity and the quality bar first - a date promised without that math is a broken promise scheduled in advance. Say the honest "yes, if," never the hope-based "yes."

What good looks like

treats the loaded queue as a demand-vs-capacity decision, not "work harder"; sequences by hard external clock x slip-risk into must-hold / can-move; assigns with owners + acceptance criteria + review points on pay/compliance steps; publishes a revised turnaround rather than dropping silently; escalates a genuine capacity gap up instead of burning the team

Decision rights

  • - how lifecycle work is organized and assigned across the team (owners, review points, acceptance criteria)
  • - the service, quality, and turnaround standards for the transactions and the queue, and the committed dates against capacity
  • - which transactions you review or approve before they are decision-ready
  • - the HRIS and queue operating integrity - data quality, ownership, controls, and the retirement of side spreadsheets - within the Director's systems strategy
  • - the team's priorities, cadence, coaching, and performance management

What this role does

The People Operations Manager runs the operation of the People function and leads the team that executes it. The remit is the employee lifecycle as a running system: new-hire and change and exit transactions, policy administration, HRIS updates, and the case or request queue that employees and managers depend on - kept reliable, accurate, and fast enough to plan, escalate, and audit against. Core ownership is the management system for that work - how incoming demand, team capacity, quality standards, and committed dates are balanced week to week so the queue clears without accuracy slipping. This seat leads a team of two to eight People Operations Generalists and Administrators, reports to a Director of People Operations (or, in a smaller company, straight to a People leader), and stays close enough to the transactions to review difficult cases, remove blockers, and lift throughput and turnaround. Performance is visible in case volume and turnaround, transaction accuracy, and employee issue-resolution time, with weight on whether those hold up as the company grows. It is not a People Operations Generalist, the individual contributor who executes the programs and processes the transactions this manager runs the system for; not a Director of People Operations, who owns the operating strategy and the broader multi-team span within the VP's mandate and makes the build-and-invest calls this manager recommends into; not a People and Culture Manager, who owns culture and engagement programs rather than the lifecycle operation; and not an Employee Engagement Lead, who measures engagement as a specialist rather than running the ops engine. What separates great from average here is whether the operation runs on a system or on the manager. A mediocre People Ops Manager is the queue's escape valve - personally reworking transactions, holding the process in their head, and reacting to whatever escalates loudest. A great one builds a management system the team can run: defined owners, review points, and acceptance criteria for the lifecycle transactions; a system of record clean enough that nobody needs a side spreadsheet; observable standards the team is coached to; and a read of the metrics that rebalances work and kills recurring failure modes at the cause rather than reprocessing them each cycle.
